Mou launches new attack on Wenge

Jose Mourinho's long-running feud with Arsenal's Arsene Wenger continued on Friday when the Chelsea boss said there was one exception in English football to the rules applying to every other manager.
"I think in this country only one manager is not under pressure," Mourinho told a news conference ahead of Saturday's Premier League game at Newcastle United.
"Steve (McClaren) is under pressure, I am under pressure, Brendan (Rodgers) is under pressure, (Manuel) Pellegrini is under pressure," he added of the men in charge at Newcastle, Liverpool and Manchester City respectively.
"We cannot lose matches, we cannot be below expectations. There is one that for some reason is outside that list. Good for him.
"He can speak about the referees before the game, can speak about the referees after the game, can push people in the technical area (as he did at Chelsea last season), can cry in the morning, can cry in the afternoon, nothing happens," said Mourinho.
"Can be not achieved, keep the job, still the king. It's a privilege."
Declining to name Wenger, who has been Arsenal manager for 19 years and has not won the league since 2004, he replied "you know" after being asked who he was referring to.
Mourinho avoided further reference to the controversial 2-0 win last weekend over Arsenal who had centre half Gabriel's ban rescinded after he was sent off.
"If I answer I'm going to be suspended," said the Portuguese. "I don't want to touch that because I want to sit on the bench."
Mourinho has not won any of his five league visits to Newcastle although he has enjoyed two League Cup victories there.
A win this time would be his 200th in two spells in charge, making him only the second Chelsea manager to reach that landmark.
Champions Chelsea are 15th in the table while Newcastle are second from bottom.

 A deadly stampede which occurred on Thursday, September 25, 2015, during the observation of Hajj in Saudi Arabia has led to the deaths of 717 people, including Nigerian pilgrims.

Many Nigerians are involved, I mean those killed and injured. The Chairman of the Borno State Pilgrims Board, Professor Tijjani Almiskin, a prominent Nigerian female journalist, Bilkisu Yusuf, and a member of the Nigerian medical team, Dr. Hafsat Shittu, were among many Nigerians killed in the Mina  stampede,” a journalist with Voice of America (VOA), Nasir Adamu el-Hikaya told ThisDay.
“As I speak to you (7.30 local time), officials of the National Hajj Commission of Nigeria and health workers are still gathering the figures and we are waiting for the chairman of the commission to brief us,” he added.
This is the second tragedy to occur during the 2015 Hajj as on September 11, a crane fell onto the Masjid al-Haram, the Grand Mosque in Mecca leaving 118 people dead.
6 Nigerians died in the incident and have since been buried according to Islamic rites.

Five-year-old Sophie Cruz went to Washington with a letter for Pope Francis.
Like thousands of people on Wednesday, she waited anxiously for the “people’s pope” to pass by on the National Mall. Francis had said he wanted to step out of the popemobile, spontaneously, and greet the American people. But he hadn’t; the security threat was too great, the barriers too many.
As Francis passed, Sophie slipped past the barricade and started to walk toward the popemobile. The security guards stopped her in her tracks.
But then the papal procession stopped, too; suddenly, the pope beckoned the little girl. A guard carried Sophie to Francis, and the “son of an immigrant family” – as the pope boldly called himself next to Barack Obama earlier in the morning – embraced the daughter of another immigrant family, in the middle of the street, in a moment instantly beamed across the world.
But beyond the very public hug, Sophie’s letter carried its own secret message: she travelled with her father Raúl and other immigration activists to Washington to see the pope – and push for immigration reform.

The Senate President, Bukola Saraki, who pleaded not guilty to a 13-count charge of corruption and false declaration of asset at the Code of Conduct Tribunal in Abuja on Tuesday, has said that he is being tried for alleged corruption because he is the senate president.
Mr. Saraki, who was granted bail on self-recognition after making his plea, tried but failed to secure injunctions at a High Court and the Court of Appeal to stop the trial.
In a statement released by his media aide, Yusuph Olaniyonu, Tuesday evening, Mr. Saraki said he was singled out for prosecution because of his position as the Senate President – an apparent reference to the controversy over his election as leader of the Senate.
Mr Saraki had defied the ruling All Progressives Congress, APC, which had anointed Ahmed Lawan for the position. He got the support of senators of the opposition Peoples Democratic Party, and won the seat.
In the statement, Mr. Saraki said he previously refused to appear before the tribunal because he was exploring the “opportunity to defend (his) fundamental human rights in other courts”.
“As I stated while taking the plea in the case, I reiterate my belief that the only reason while I am going through this trial is because I am Senate President. If I were to be just a Senator, I doubt if anybody will be interested in the asset declaration form I filled over twelve years ago,” he said.
The statement repeated a claim he made at the tribunal earlier Tuesday that trial did not follow due process.
“This belief stems from the fact that Section 3 (d) of the Code of Conduct Bureau and Tribunal Act provides that if there is a breach or non-compliance with any section of the law, the person involved should be given the opportunity to either admit or deny and that in the case of a written admission, no reference to the tribunal shall be necessary,” he said.
“So, if the CCB had followed the guidelines, procedure or the due process provided in its own law, we won’t be having this trial.
“It is my humble opinion that this case is a vivid example that there is still flagrant disregard for due process in our polity. This trial is not only being observed by Nigerians alone, the international community is watching because Nigeria is a key member of this community. So, the executive, legislature and judiciary should do the right thing that will truly demonstrate that we have imbibed the spirit of positive change,” he said.
In the statement, he thanked his colleagues and supporters who trooped out to the court in numbers in solidarity with him and promised to clear his name.
“It is however necessary for me to thank my colleagues in the Senate for the solid support and solidarity they demonstrated for me. I also thank my counsel for the brilliance they have shown in presenting our case and the supporters who were present in the tribunal in their hundreds. I want to assure you that I am innocent of all the charges and will clear my name in due course,” he said.

GAVI rewarded Okonjo-Iweala after she worked against Nigeria’s interest

On Monday, the Global Alliance for Vaccines and Immunization announced that Nigeria’s former Minister of Finance, Ngozi Okonjo-Iweala, has been appointed Chair of its 28-member Board.
Ms. Okonjo-Iweala will be succeeding Dagfinn Høybråten as Chair of the US$12 billion multilateral international public private partnership committed to saving the lives of children and protecting people’s health by improving access to immunization in developing countries, including Nigeria.
The former minister’s appointment came months after she spearheaded a controversial decision to pay US$2.2 million to the Geneva-based organization, being a refund for funds allegedly mismanaged by Nigerian health officials.
The refund was made despite protests by officials of the health ministry that all GAVI grants had been judiciously used.
Hours after her appointment was announced, online whistle blowing site, Sahara Reporters tweeted that Ms. Okonjo-Iweala got the position from an organization with whom Nigeria did business under her watch and “paid GAVI $2.2m shortly before she left”.
But in a swift response, Paul Nwabuikwu, Ms. Okonjo-Iweala’s media aide described the tweet as “lies.”
“GAVI was paid back according to MOU because grant was misused. NOI (Ngozi Okonjo-Iweala) handed case to EFCC before she left.”
However, several documents reviewed by PREMIUM TIMES showed that despite a robust defence on how the GAVI funds was spent, Ms. Okonjo-Iweala indeed went ahead to authorize the refund.
Allegations of graft

Last year, GAVI alleged that Nigerian officials mismanaged cash grants allocated to the country through the Federal Ministry of Health and the National Primary Health Care Development Agency between 2011 and 2013.
But the Nigerian health officials fought back, accusing GAVI of manipulating events to suit their narrative and deliberately turning a blind eye to its explanations on how the funds were spent before publishing their final audit report.
Civil society organisations who had undertaken independent investigations into the allegations, after they were made public last year, say their efforts to reconcile their findings with GAVI’s audit report met a brick wall from the organization.
A PREMIUM TIMES e-mail to GAVI, since May 26, seeking explanations for their alleged refusal to entertain explanations from Nigerian officials or organisations over the report remains unacknowledged and unreplied.
Between 2002 and 2014, the Nigerian government, through the Federal Ministry of Health and the National Primary Health Care Development Agency, received vaccine and cash-based support from GAVI Alliance to the tune of over US$100 million.
While US$165 million was disbursed for vaccines, US$143.5 million was for cash support through a number of mechanisms, including Health Systems Strengthening, Immunization System Support, operations costs for vaccine campaigns (Measles, Meningitis, and Yellow Fever), and Vaccine Introduction Grants.
Previous audits by GAVI had raised concerns about how Nigerian officials utilize disbursed funds.
For instance, a four-year audit between 2008 and 2011 revealed about US$300,000 unsubstantiated expenditures relating to the Immunization System Support programmes from 2009 to 2011.
In October 2014, GAVI released its findings from a Cash Programme Audit, CPA, of US$29 million it disbursed to Nigeria between 2011 and 2013.
The CPA findings claimed that funds – running into millions of dollars – meant for the procurement of vaccines and other immunization support activities in the period under review were mismanaged.
Of the total expenditure (US$29 million) stated in the period under review, 32 percent (US$9 million) was examined in the audit of which 87 percent (US$8.1 million) was found to be questionable.
The remaining US$20 million reported expenditure for the period could not be verified, according to GAVI, because of a number of limitations that included outstanding returns from states and poor security levels in some states which could not be visited.
“The report describes systemic weaknesses regarding the operation of controls and procedures in national systems used to manage Gavi cash-based support,” GAVI said in a statement following the report.
“As a result of specific findings the Government of Nigeria has agreed to repay funds deemed to have been misused, which are quantified as US$2.2 million.”
According to the report, 40 percent of the total expenditure of US$29 million (about N4.5 billion) within the two year period was spent on procurement.
GAVI further stated that based on its preliminary findings, cash-based support to Nigeria was suspended in April 2014 and funds previously disbursed but not yet used were immediately frozen.
The audit stated that there were fundamental weaknesses in the area of procurement which included collusion between government officials and contractors.
In certain instances, it stated, assets – such as incinerators, boreholes, and medical equipment – which had been delivered and full payments made were found to be non-functional.
The audit further established that several suppliers shared the same addresses and telephone numbers and that documents of different suppliers were signed by the same people.
“However, these related suppliers submitted separate quotations/bids in order to create the appearance of competition,” the report stated.
“Multiple companies registered to one individual are used to increase the chances of obtaining contracts at inflated prices – this was observed for procurement relating to printing, motor vehicles and incinerators. Some of the suppliers could not be located at the addresses provided to the NPHCDA.
“The audit noted inflated costs of assets/goods. An example is the purchase of motor vehicles where third parties purchased Toyota cars from a licensed Toyota dealer and sold the same cars to NPHCDA at double the price.”
In the area of tax payments on goods and services, the audit stated that it could not verify whether payments were correctly made to the relevant tax authorities. But it found out that from a sample of 184 companies with which NPHCDA transacted, the registration of 97 of them with FIRS (Federal Inland Revenue Service) could not be confirmed.
“In addition, NPHCDA records indicated that they had made VAT (Value Added Tax) and WHT (Withholding Tax) payments of approximately US$950,000 to FIRS in the period 2011 and 2013; independent validation of amounts received by FIRS indicates that only approximately US$70,000 is recognized as being received by them from NPHCDA,” the audit said.
“Specific accounts are not maintained in the accounting system for VAT and WHT to record and monitor the taxes paid.
“NPHCDA did not provide a statement or receipts from FIRS confirming how much has been paid to the tax authorities and if indeed the payments were received by FIRS – it was not clear how payments to FIRS for VAT and WHT could be made on behalf of companies whose existence was questionable.”
The report called for the suspension of disbursements to NPHCDA until it put in place a prudent management of GAVI funds.
It also sought for a reimbursement of US$2.2 million from the Nigerian government being the amount it claimed Nigerian officials mismanaged.
The report also requested the Economic and Financial Crimes Commission to carry out a detailed investigation of the GAVI grants disbursed to Nigeria.
Before the completion of the GAVI audit, a Joint Letter of Understanding had been signed by Nigeria’s former Health Minister, Onyebuchi Chukwu, and GAVI’s Chief Executive Officer, Seth Berkley.
In the letter, Dr. Chukwu admitted that there had been systemic weaknesses which may have led to inappropriate use of funds.
Dr. Chukwu also agreed that the Nigerian government “agrees on principle” to reimburse GAVI for any amounts identified as inappropriately used for the period under review.
At the time of the release of the GAVI report, the Civil Society Network Against Corruption, CSNAC, filed a petition to the EFCC demanding the investigation of Dr. Chukwu over the alleged mismanagement of the GAVI funds.
In a letter dated November 19, 2014, CSNAC stated that the alleged misused funds should not be refunded from Nigeria’s coffers, but rather from the individuals involved in the misappropriation.
Nigerian officials’ fury

When GAVI released its final report in late October 2014, it sparked anger among Nigerian health officials who accused the organization of unilaterally arriving at conclusions without giving them a chance for a reconciliatory exercise.
While noting the shortcomings and recommendations from the CPA, Nigeria’s implementing agencies insisted that the sum of US$233,000 remained unaccounted for as at June 30, 2014, and not the US$8.2 million claimed by GAVI in its May report or the US$2.2 million in the published report.
An angry Dr. Chukwu said his ministry’s zero tolerance for corruption was the reason he signed the joint agreement with GAVI, which committed both sides to transparency and integrity in transactions.
“That was also why in principle he signed the joint statement,” Dan Nwomeh, who was Special Assistant to the former minister at the time, said one month after the final audit report was released.
“That if at the end of the review of the audit including the responses of Nigeria and there are areas where funds may not have been spent in accordance with the Memorandum of Understanding with GAVI, those funds would be refunded by Nigeria (that is, the NPHCDA).
“In fact, at the time the joint statement was signed, GAVI never informed the former minister that they had about 2 million dollars they were still querying.”
In addition to its petition to the EFCC, CSNAC had also followed up with a similar letter to the Nigerian government demanding explanations over the conduct of its officials in what it described as an “international embarrassment”.
In its response to CSNAC, the Nigerian government stated that it “strongly objected” to GAVI’s final report and accused the donor of “unilateral conclusion and publication”.
“The Federal Ministry of Health (FMOH) and the National Primary Healthcare Development Agency (NPHCDA) stands by its earlier response to the initial CPA Report issued by GAVI in May 2014,” the Nigerian government stated.
“The FMOH and NPHCDA strongly objected to GAVI’s final report which it released and published without carrying out a post audit reconciliation exercise (a standard audit practice); and without incorporating the Government of Nigeria response to the CPA as agreed withGAVI.”
According to the government, a significant downward revision of the ‘unaccounted sum’ of US$8.2 million in the audit’s initial report (in May) to US$2.2 million in the final report raised questions on the basis of the reduction without a reconciliatory process.
The government said that it became obvious from the GAVI report that any document not placed before the CPA Team was deemed ‘non-existent’.
It also said the CPA Team did not make any specific request for additional information and refused to engage senior management to seek clarifications on specific issues.
“In the CPA report, it was noted that there was no evidence for the transfer of N44.5 million to UNICEF, whereas no senior management staff in the Finance and Accounts Department was contacted for this document. UNICEF has since confirmed (in writing) receipt of the said funds,” the government said.
“The CPA Team performed field visits without informing the Federal Ministry of Health or NPHCDA of the locations and gave no feedback on return. Government of Nigeria provided evidence to show that the team in some instances visited wrong locations and interviewed wrong persons.
“The report claimed that incinerators were not delivered whereas all were delivered at the time of the CPA.
“In its final report, GAVI maintained that only $70,000 (about N11 million) was remitted to Internal Revenue body. FIRS has since confirmed in writing that over N237 million was received by it on the GAVI Alliance funded projects.”
The Nigerian government further stated that GAVI refused to conduct reconciliatory exercise following its response to the audit, turned down invitations for joint site visits for verification, and therefore had no basis to demand for a refund.
The government also stated that it went ahead to contact the Corporate Affairs Commission, FIRS, UNICEF, EFCC, and other agencies mentioned in the GAVI report.
“Contrary to GAVI’s allegation of NPHCDA engaging companies without appropriate registration, the Corporate Affairs Commission through a letter dated Wednesday, 25th June, 2014, in response to a request for the verification and confirmation of status of the companies by the NPHCDA, listed the names of those companies as duly registered with the Commission,” the Nigerian government said.
“The Federal Inland Revenue controverted GAVI’s assertion of failure to remit taxes vide a letter dated November 6, 2014, confirming the agency paid due taxes, even beyond GAVI quoted amount, as at when due.”
The federal government also stated that the Kaduna State Primary Health Care Agency and Bauchi State Primary Health Care Development Agency in letters dated 10th October, 2013, and 26th June, 2013, respectively wrote to confirm the receipt of 7,140,278 units of vaccination cards in Kaduna and 1,105,300 units of Non Polio SIAs Vaccination cards in Bauchi.
These were contrary to claims in the GAVI report that those cards were neither produced nor delivered by the NPHCDA.
The Nigerian government also said that no petition, oral or written, had been submitted at the EFCC contrary to claims in the GAVI report that an official report had been lodged.
“Contrary to claims of failure to disburse fund by GAVI, UNICEF also wrote via its New York office to confirm receipt of funds from the NPHCDA as reported by the agency.”
GAVI’s silence

Following the responses by the Nigerian government, CSNAC led other civil society organizations to carry out an independent investigation into some of the claims made in GAVI’s final report.
Olanrewaju Suraju, CSNAC’s Chairman, said his organization solicited, free of charge, the support of civil society partners domiciled in states where NPHCDA claimed they had executed its incinerator projects.
“Responses were received from some committed and reliable networking partners and their officers were dispatched as field investigators who visited sites to verify the status of projects, and presented the findings from their sites visits,” said Mr. Suraju.
“CSNAC received support from CSOs and individuals who volunteered and assisted with visiting locations of incinerators constructed by the NPHCDA across the northern states of Nigeria.”
Civil society investigators visited 13 incinerator sites in seven northern states, including the Federal Capital Territory.
In Kano, for instance, the five sites visited – in Gwale, Municipal, Dambatta, Bichi, and Wudil – showed all the incinerators had been completed.
However, the incinerators at Numan in Adamawa State, and Wukari in Taraba State had not been built, according to the private investigators.
In November last year, CSNAC opened communication with GAVI’s Geneva office with a view to compare notes and share information regarding the report.
“We got no positive response,” Mr. Suraju said.
“We then reached out to GAVI’s American office via telephone in December and got a promise of an official response by January 2015.
“On January 8, 2015, CSNAC received a response from GAVI saying it had no further information to give on the issue beyond what it published on its website.”
Mr. Suraju said that it was unacceptable for any foreign organization to hide under Nigeria’s perceived corrupt status to level corruption charges against its government without providing verifiable evidence to support their claims.
“We are seriously concerned by GAVI’s adamant and uncooperative posture in spite of the apparent weight of evidence provided by the NPHCDA in the Nigerian government’s comprehensive response with attached documentations, the site visitations by CSNAC; confirmation of receipt of funds by UNICEF, tax remittances to FIRS, and authenticity of agencies by the CAC,” said Mr. Suraju.
“In the extant case, since the Government of Nigeria has refuted GAVI’s claims and provided documentary and other evidence which contradict GAVI’s claims, it is therefore surprising that GAVI has held on to its position as shown by the GAVI Management’s repeated utterances that ‘there was no significant change in their position.’
“GAVI needs to respond to charges by the Government of Nigeria that ‘many of the actions of the CPA team were not in tandem with expected level of professionalism; and may have been premeditated on a mindset”.
‘No case of fraud’

In the midst of the dispute between the NPHCDA and GAVI, the Nigerian government, led by Ms. Okonjo-Iweala still went ahead to refund the alleged misused funds of US$2.2 million to the organization.
On August 11, the EFCC responded to CSNAC’s petition over the alleged mismanagement of the GAVI funds stating that no prima facie case of fraud, diversion of funds, or other crimes had been established in relation to the project.
“Our investigation confirmed that the National Primary Health Care Development Agency (NPHCDA) paid all due taxes to the Federal Inland Revenue Service. The NPHCDA also paid required funds to UNICEF in 2012 for meningitis vaccine campaign (MENAFRIVAC),” the EFCC said in its response signed by Olaolu Adegbite, on behalf of the Executive Chairman.
“All contracts under the project were duly executed while the provisions of the Nigerian financial regulations for the public service were duly followed in the disbursement of duty tour allowances and other incidental expenses for the staff.”
The anti-graft agency stated that the findings of GAVI’s initial audit report was based on an unfounded suspicion of fraud and called for the ongoing reconciliation between the organisation and the NPHCDA to be concluded.
“We believe that the GAVI report underscores the effect of negative media coverage of events on our national reputation,” the EFCC stated.
“It is unfortunate that some reputable foreign organizations continue to perceive most Nigerians as corrupt and fraudulent in spite of contrary evidence.”
But despite the EFCC report, GAVI stuck to its claims. Mrs. Okonjo-Iweala believed the donor agency despite protests by a government she served.
She brushed aside the concerns and proceeded to refund $2.2million to the organisation, even without clearance from the health ministry.
Few months later, GAVI named her the chairperson of its board.

The Nigeria Army, Wednesday, said troops advancing toward the Banki axis of Borno state have arrested 43 suspected Boko Haram terrorists, including its kingpin in the area, Bulama Modu.
The Army said this in a statement issued by its acting spokesman, Sani Usman, that the troops also rescued 241 women and children in the operation.
It said arms and ammunition, bows and arrows and a horse were recovered from the terrorists’ kingpin.
Mr. Usman said one of the arrested terrorists led troops to where he buried his AK-47 rifle at Jangurori village.
He said in the statement that the recoveries in the latest operations confirmed the Army’s earlier claim that the terrorists were abandoning their commanders and burying weapons.
“Please recall that yesterday advancing troops along Banki axis were making tremendous progress in which they cleared 2 Boko Haram terrorists camps at Jangurori and Bulatori villages.
“In addition to that, the troops have also arrested 43 suspected Boko Haram terrorists including one of the Boko Haram kingpins in the area, Bulama Modu, who is an ‘Amir’ of Bulakuri.
“To further confirm what was said earlier about the terrorists abandoning their commanders and burying weapons, one Mohammed Modu led troops to where he buried his AK-47 rifle at Jangurori village.
“Apart from arms and ammunition, bows and arrows recovered from Bulama Modu, the kingpin, a horse to enhance his deadly pursuits was also recovered.’’

He said the arrested kingpin revealed that the Boko Haram terrorists that attacked Kirawa and Kolofata in northern Cameroon were from Dara Jamel village in Nigeria.
According to the statement, he Chief of Army Staff, Tukur Buratai, has commended the troops in the front line for their impressive performance thus far in counter-insurgency operation.
Mr. Buratai said all troops involved in the operations have so far displayed the highest sense of patriotism and determination to continue with the fight against Boko Haram terrorists to their last enclave.

Diego-Costa Chelsea’s Spain forward Diego Costa was on Tuesday banned for three matches for raising his hands to the face of Arsenal centre-back Laurent Koscielny.

Costa was found guilty of violent conduct during Chelsea’s 2-0 Premier League win over their London rivals on Saturday.
The 26-year-old former Atletico Madrid striker had denied the Football Association charge over the incident, which had been missed by referee Mike Dean.
An FA charge against Diego Costa for violent conduct not seen by the match officials but caught on video has been found proven following an Independent Regulatory Commission hearing,” said the FA in a statement.
“The Chelsea forward will, therefore, serve the standard penalty of a three-match suspension with immediate effect.”

 Super Eagles’ Head Coach, Sunday Oliseh, has added Arsenal FC starlet, Alex Iwobi, to the list of invited players for next month’s friendly internationals against Democratic Republic of Congo and Cameroun in Belgium.
Iwobi, who trained with the Nigeria U-23 squad ahead of an All Africa Games qualifying return leg match early March 2015, is eligible to represent Nigeria despite featuring for England at youth level.
World football-governing body, FIFA, has clarified that the 19–year old can dorn Nigeria’s colour without further ado as he did not feature for England in an official game.
The NFF yesterday said it has received from the English Football Association a list of seven matches that Iwobi played for England at youth level, none of which was an official game.

30 Women Jailed For Prostitution In Lagos

Ikeja Magistrates’ Court in Lagos State on Monday, September 5, 2015 sentenced 30 women to six weeks imprisonment for prostitution. The suspects whose addresses were not disclosed n the report, were arrested at the Obalende area of the state around 2 am. Among them are: Funmi Olayemi, Damilola Ibrahim, Blessing Emmanuel, Grace Nwaokoro, Anu Titus, Princess Osu, Cynthian Ozumba, and Chindima Eke, Blessing Winwah, Rebecca James, Gift James, Bukola Taiwo, Patience Amos, Oyinda Adesewa, Funmilayo Ajayi, Modinat Bello, Damilola Abiodun, Saki Godwin. Others include: Glory Edet, Blessing Okafor, Tope Obatula, Shade Afolabi, Foluke Kolawole, Tosin Ajayi, Bisi Onanuga, Princess Isaac, Esther Akpan, Cythia Osas, Joy Osas and Patricia whose surname is unknown, among others. The accused were being tried for prostitution and breach of peace. The Magistrate, O. Odusanya sentenced the accused to six weeks each with an option of N10, 000 fine. Sentencing them to jail, the magistrate said “You are hereby sentenced to six weeks imprisonment with an option of N10, 000 fine each.’’ After the charges were read to them, the accused pleaded guilty to the offence, and blamed the devil for being behind their misfortune. The prosecutor, Femi Alabi told the court that the accused committed the offence on September 5, 2015 at Obalende area of Lagos. He said that the accused paraded themselves on the street as public nuisance. “The accused were caught soliciting for clients, which is against the law of the state,’’ he said. Alabi explained that the offence was a breahj of the dictates of Sections 142 of the Criminal Laws of Lagos State, 2011, and therefore ordered that they be remanded in prison for six weeks.

hundred percent of 1,008 adults polled in May said “yes,” they regularly make purchases of goods or services online. And 59 percent say they’d rather interact with a vendor online than in person, by phone, or on email. Those statistics might have something to do with Avangate’s sampling methodology: its survey was conducted online. But other data collected by the digital commerce provider is of interest to any business making online sales. Seventy percent have used their cellphone to make a purchase, and more than 80 percent of those do so at least a few times a month; more than 20 percent make online purchases with their phones every week. Those who have never made a purchase using their phone cite several reasons. More than 40 percent either do not want to store sensitive data on their phone, 24 percent find it inconvenient to enter it, and more than 20 percent either don’t know how to make a purchase via cellphone or didn’t know it was possible. And 12 percent see no reason to switch from cash and credit cards. That last group is likely to dwindle further, considering that more than half of respondents have had to replace a credit card at least once in the last year due to a security breach. Only 12 percent of respondents feel “very secure” making online or mobile purchases, but most (more than 75 percent) feel “somewhat secure” or at least “secure enough to make purchases.” Another 6 percent don’t feel secure but make purchases anyway. Only 5 percent claim that they refuse to make online purchases due to security concerns. What would make consumers feel more secure? Nothing, say 6 percent. But others say that stronger authentication methods, trust in the vendor, or support from a respected payments processor could ease their concerns. What are these customers consuming online? Entertainment services are among the most used online services. Nearly 75 percent of respondents said they subscribe to services such as Netflix and Spotify. Productivity and professional services such as DropBox and TurboTax are popular among more than 36 percent of respondents. And 32 percent use hospitality and transportation services such as Airbnb and Uber. In fact, 56 percent of respondents use at least one services every day. About 33 percent of respondents paid for three or more online services last year. And 78 percent made at least 3 recurring payments online—such as for insurance, cable, or streaming services—in the past month. Consumers like flexibility when it comes to committing to new online services: 50 percent will only subscribe to an online service if they can try it out first; 35 percent say free trials are important when selecting a premium online service; and 27 percent want to be able to change their subscription plan at any time. Credit and debit cards are, hands down, the most popular online payment method: a whopping 98 percent of consumers still use them to make purchases. But processors such as PayPal, Braintree, and Amazon are a close second choice. Few, so far, are using mobile payment processors such as Square and Dwolla: More survey respondents said they prefer paying by old-fashioned check than by newfangled mobile processor. Vendors of online services beware: consumers’ number one complaint is the difficulty reaching live support or customer service. And the top reasons shoppers abort online purchases: High-pressure sales tactics, excessive check-out procedures, continually having to re-enter card numbers, in that order. And about those automatic renewals: 65 percent of consumers prefer you didn’t do that. One thing about shopping online is not different from the real world. Neutralizing Naysayers: Staying Ahead Of Negative Thoughts

Negativity can creep into every aspect of our lives, if we let it. Negativity can stem from so many unique locations and for so many reasons that from some perspectives, it’s inevitable that we’ll have to deal with naysayers at some point on the road. Even if it’s inevitable, there are many ways that we can neutralize the effects of this kind of negativity. Here are five ways to neutralize negativity. Empathize. This one exercise alone can make a world of difference. There’s a phrase that makes the rounds on the internet time and time again, in various forms: everyone has a struggle you can’t see. Allow for the possibility of the struggle that’s invisible on the surface, and your own tension will drop. Your ability to empathize with another person’s unknown struggles also sets you up as an automatic advocate, which both gets you out of the immediate line of fire and offers a sense of sympathy without overtly committing to “fix” another person’s problems. Empathy is key in neutralizing negativity. Praise the positive. Whenever you can. Even in the darkest of moments, we can count the good. Contrary to the negative rhetoric that can sometimes emerge in polite conversation, counting the positive in a situation (to yourself or to a third party) doesn’t aim to eradicate the bad; rather, praising the positive in a situation helps provide perspective on what tactics are working, support clear thinking on the best next steps to take, and revitalize flagging energy. Don’t stoop to argue. We’ve all encountered the negative influence that just has to argue. It can be challenging, but don’t give in to the urge to argue or insult. Agree to disagree if you must, but you probably won’t have to. It can be very helpful to state simply: “Okay, here we are. How do we solve the problem?” Look for solutions-based conversation. As stated above, argument is rarely really productive. Instead, look at the environment you find yourselves in at the moment of negativity, and think about ways to solve the problem. Don’t focus on blame. As gratifying it can be to look for the person or event to blame a negative outcome on, it’s not really productive. Instead, the negativity of blame feeds on the negativity born from frustration. If someone needs to be held accountable, deal with that after the immediate threat has passed. In the short term, set the blame aside and focus on looking for actions that will neutralize or fix the situation. If you need to, go back and take disciplinary action later. There’s no real way to ignore negativity in the world, in work or in our personal lives. Remembering to empathize and to speak about where you empathize, avoid arguments wherever possible, look for solutions and not getting trapped up in blame can all help to neutralize negativity and build a positive outcome out of a negative event. Bonus: you’ll be seen as a problem solver, which helps to lower negativity in the long term.

We’re already negotiating with B’Haram, says Buhari

PRESIDENT Muhammadu Buhari has finally laid to rest the speculations regarding whether or not the Federal Government would negotiate with Boko Haram, as the president yesterday, in Paris, the French capital, confirmed that talks with the dreaded Islamic terrorists had, in fact, begun. Buhari, who stated this while responding to questions from members of the Nigerian community in France under the auspices of Nigerians in Diaspora Organisation (NIDO), said the decision was taken in view of the need to secure the release of over 200 schoolgirls kidnapped at the Government Secondary School in Chibok, Borno State. He said his administration was worried by the continued stay of the girls in the hands of their captors and would work tirelessly to get them released. The president noted that the unfortunate incident has attracted global attention and sympathy within Nigeria, a situation the Federal Government could not afford to treat with levity. His words: “The issue of Chibok girls has occupied our minds and because of the international attention it drew and the sympathy through out the country and the world, the government is negotiating with some of the Boko Haram leadership.” President Buhari noted that government had to first identify genuine members of the sect so that it would not make the mistake of engaging the wrong persons. “It is a very sensitive development in the sense that first we have to establish: Are they genuine leaders of the Boko Haram? That is number one. Number two, what are their terms? The first impression we had was not very encouraging.” The President said one the conditions given by the group was to release one of its members who has been strategic in developing Improvised Explosives Devices (IEDs), a demand that government will not accept. “They wanted us to release one of their leaders who is a strategic person in developing and making Improvised IEDs that is causing a lot of havoc in the country by blowing people in churches, mosques, marketplaces, motor parks and other places. But it is very important that, if we are going to talk to any body, we have to know how much he is worth. According to him, “Let them bring all the girls and then, we will be prepared to negotiate, I will allow them to come back to Nigeria or to be absolved in the community. We have to be very careful, the concern we have for the Chibok girls, one only imagine if they got a daughter there between 14 and 18 and for more than one and a half year, a lot of the parents who have died would rather see the graves of their daughters rather than the condition they imagine they are in.” He added: “This has drawn a lot of sympathy though out the world, that is why this government is getting very hard in negotiating and getting the balance of those who are alive.” President Buhari told Nigerians in Diaspora that his administration would do everything to improve the state of the economy through provision of infrastructure in critical sectors. Special Adviser to the President on Media and Publicity, Femi Adesina, had in July this year confirmed the willingness of government to engage the sect if they were ready. Adesina, who lamented that the insurgents had attacked many villages and killed scores of peoples, said the Federal Government was not ruling out negotiations with the sect if it would put an end to the activities of the group. Nigerian Army spokesman, Colonel Sani Usman, was reported in the media as saying that members of the terror group are surrendering “en masse” and that the regional offensive is recording success against the militants.

The General Overseer of the Redeemed Christian Church of God (RCCG), Pastor Enoch Adeboye has reportedly acquired a brand new private jet, Gulfstream G550, and at same time floated a luxury jet company named EmmanuelAviatition According to SaharaReporters, the man of God purchased the jet in May 2015. It was gathered that the jet was manufactured in 2013 in Savannah, Georgia State, United States and also carries a US tail number N730EA. Pastor Adeboye's reported new jet line was said to have existed since 2009 but just formally announced its operation and services on its newly unveiled website. The report said Emmanuel Aviation is the Pastor's personal company. Mecca Crane Crash: 4 Nigerians Missing, 1 Injured

he state Amirul-Hajj, Alhaji Abdullahi Mai-Kano, disclosed this while sympathising with the state pilgrims in Mecca over the mishap, on Sunday. Mai-Kano said that the four pilgrims were from Akko, Dukku and Nafada local governments areas of the state. He said the other faithful sustained injury in her head, but had been treated and discharged. The four pilgrims were declared missing after a thorough verification and bed checking in the three houses accommodating the state pilgrims. On September 11, a huge red construction crane crashed through the roof of the Grand Mosque in Mecca . At least 107 people were reportedly killed while over 230 sustained injuries.

Nigerian Medical Officials Arrested In Saudi Arabia

A crane mishap in Mecca on Friday, September 11, left 107 people dead and not less than 200 injured. The incident at the Muslim holy city affected the Nigerians too. A new controversy has followed the tragic event. On Sunday, September 13, Suleiman Usman, the coordinator of the National Hajj Commission (NAHCON) in Mecca, paid condolence visits to three Nigerian states whose pilgrims were affected in the ill-fated crane crash. Suleiman on his visit, disclosed officially that one male from Kaduna, four females from Gombe and another male from Katsina died from the mishap in Mecca. According to the coordinator’s statement, the said officials were medical personnel arrested and imprisoned while traveling in an ambulance from Jeddah. It is reported that the medical staff did not have permit to travel and that was the reason they were taken into custody by the Saudi officials. The Hajj commissioner said the commission is doing everything possible to ensure the safe release of the medical team. He, however, sounded a warning to the pilgrims, urging them not to travel without a permit, at least till after Arafat. Suleiman also stressed that the pilgrims must always carry their cards for identification, this he said in reaction to the crane incident in which some pilgrims were not identified because they had no means of identification on them. He applauded the Nigerian contingent for having comported theirselves on this mission so far. He commended the pilgrims for wearing their uniforms at all times.
